You can be admitted as an (E)ETS provider if you meet all the conditions set out in the EETS Domain Statement (EDS) Blankenburgverbinding. The EDS Blankenburgverbinding was drawn up by the Minister of Infrastructure and Water Management and published in October 2023:

What is the EETS domain statement Blankenburgverbinding?

On the basis of European and Dutch laws and regulations, the EETS Domain Statement (EDS) Blankenburgverbinding is the document containing all the conditions that (E)ETS providers must meet in order to be admitted to a so-called EETS domain. The EETS Domain Statement Blankenburgverbinding also includes the model for the (E)ETS agreement concluded between the toll charger and an (E)ETS provider for toll services in the Blankenburgverbinding EETS domain. The process of admitting (E)ETS providers is also known as accreditation. Accreditation is necessary for:

  • Authorisation to provide toll services in the EETS-domain.
  • Sign service contracts with owners or holders of motor vehicles.
  • The collection of tolls from holders for passages within the EETS domain Blankenburgverbinding on the basis of a service agreement and the (mandatory) payment thereof to the toll charger (RDW).
 

(E)ETS providers that have been admitted for service provision in the EETS domain Blankenburgverbinding of the temporary toll collection are entitled to receive remuneration under European and Dutch laws and regulations. The amount and structure of this compensation are also part of the EETS Domain Statement for Blankenburgverbinding.

  • discharge of liability and cancellation of the EETS agreement

Procedural conditions

Rules about the service level of the toll service provider and the commercial conditions. Such as the fees to be paid by the toll charger to the (E)ETS provider.

Accreditation

Sets the requirements for accreditation.

Tol context data

The information defined by the responsible toll charger as necessary to establish the toll due and to conclude the toll transaction.

Application process for accreditation

For accreditation, you follow the steps below. The indicatieve lead time for those steps together is 3 months.

  1. Preliminary talk

    We explain the requirements for the EETS domain statement and go into more detail about the requirements for the application.

  2. You provide us Information

    Step 2

    After the preliminary talk, we expect you to provide us the following information:

    • Your expected market share.
    • Details about your systems: in order to assess whether they meet EN 16986 (ISO12855)
    • Action plan for testing: How do you guarantee that the interfaces between you and the toll charger will work properly?

  3. We assess the information

    Step 3
    We assess the information you provided.

  4. You sign the EETS agreement

    After approval, you sign the EETS agreement and we set the planning for testing the interfaces

  5. Accreditation

    Step 5
    Have you received proof of accreditation and do you meet the other conditions of the EETS domain Blankenburgverbinding? You will be admitted to the toll domain.

Good to know

The toll charger registers the number plates of the vehicles driving on the A24/Blankenburg connection using number plate recognition. The toll charger also determines the price to be paid for each toll journey a vehicle makes. This amount is based on the permitted maximum mass of the vehicle.

This data is transferred to the toll service provider with whom the holder of the vehicle has signed up.

The Toll collection domain will have one main service provider.

Provisional planning

  • Express interest: after publication of EGV.
  • Start applications for accreditation: January 2024.
  • Accreditation-proces can be started : February 2024. 
  • Opening of the Blankenburg Connection: fall 2024.
